Ms. Jennifer Hill brings over 20 years of business experience from both the government and private sector. She is currently the Designated Federal Officer of the Defense Business Board (DBB), tasked with providing advice and recommendations to the Deputy and Secretary of Defense on how to improve the business operations of the Department (dbb.defense.gov)
Prior to this assignment, Ms. Hill served as the Senior Advisor for Strategy and Performance and the Deputy Performance Improvement Officer (PIO) for DoD’s Chief Management Officer (CMO). She supported the CMO as both the Department’s PIO and DoD representative to the President’s Management Council, which implements the President’s Management Agenda across all federal agencies.
Ms. Hill is a fierce advocate for performance management and data analytics to inform decision making, drive accountability, and improve how the Department operates. She led the Department’s effort to publish the first National Defense Business Operations Plan, which provides a roadmap to implement the National Defense Strategy from a business operations perspective, and also addresses the Department’s responsibilities outlined in the Government Performance Results Modernization Act of 2010.
In other DoD assignments, Ms. Hill worked for the Deputy CMO and the DoD Inspector General leading the development of agency-level strategic plans, creating performance management and governance frameworks, and leading enterprise risk management efforts and change management projects.
Ms. Hill began her career in government in the London office of the Defense Contract Management Agency as a Business Process Advisor, where she focused on performance and risk management and internal controls of European-produced defense systems and parts, including portions of the F-35 Joint Strike Fighter program.
Prior to government, Jennifer worked in financial services for the Russell Investment Group (Russell 2000 Index) where she led back office functions in its Global Operations division in both the U.S. and UK, as well as working as a senior relationship manager, managing five of the top ten vendor relationships internationally.
Ms. Hill started her career as a paralegal, was recruited by MCI as a contract analyst, and went on to support MCI’s merger efforts before WorldCom’s hostile takeover.
As a government employee, Ms. Hill has earned the DoD Inspector General’s Meritorious Service Award, as well as numerous individual and team awards for her service at DCMA. She is a Project Management Professional, a Lean Six Sigma Black Belt, and a Balanced Scorecard Professional. She is a University of Maryland graduate, with a BS in Business Management and an MS in International Management. Ms. Hill is an Army spouse and the mother of two sons, who are both destined for the Army!
