DBB Subcommittees

The Department of Defense has established three subcommittees to support the Defense Business Board (DBB).  As with the Board, the subcommittees operate in accordance with the FACA, the Sunshine Act, governing Federal statutes and regulations, and DoD policy and procedures.  The subcommittees do not work independently of the DBB and report all of their recommendations and advice solely to the DBB for its thorough deliberation and discussion at a properly noticed and open DBB meeting subject to the Sunshine Act. Subcommittees have no authority to make decisions and recommendations, orally or in writing, on behalf of the DBB.  Below are the three subcommittees of the DBB.

Business Operations Advisory Subcommittee

The Business Operations Advisory Subcommittee shall provide advice on opportunities for improvements in business processes and operations inside DoD.  The subcommittee is guided by its terms of reference (Business Operations Advisory Committee Terms of Reference) signed by Deputy Secretary Dr. Hicks on September 17, 2021.

Members assigned to this subcommittee must have substantial experience in, but not limited to: supply chain and logistics, contract and vendor management, real property management, information technology and data management, human resources management, financial management, and renewable energy and climate.

Subcommittee Members are:  Stan Soloway (Chair)Suzanne Leopoldi-Nichols (Co-Chair), Joseph Anderson, Craig Albright, Oscar Munoz, Saf Yeboah Amankwah, Greg Bowman, Hon. Eric Rosenbach, Marachel Knight, and Anand Bahl

Business Transformation Advisory Subcommittee

The Business Transformation Advisory Subcommittee will provide advice that assists the DoD with large scale or enterprise strategic, organizational, and management transformations and improvements.  The subcommittee is guided by its terms of reference (Business Transformation Advisory Subcommittee Terms of Reference) signed by Deputy Secretary Dr. Hicks on September 17, 2021.

Members assigned to this subcommittee must have substantial experience in, but not limited to: addressing current and future challenges and opportunities in business transformation, illustrating or evaluating the vale and implications of new organizational constructs, impactful innovations, and improved technologies and processes from both the public and private sector.

Talent Management, Culture, & Diversity Advisory Subcommittee

The Talent Management, Culture, & Diversity Advisory Subcommittee will provide advice on the dynamics of the DoD’s workforce and the application of private sector and academic best practices.  The subcommittee is guided by its terms of reference (Talent Management, Culture, & Diversity Advisory Subcommittee Terms of Reference) signed by Deputy Secretary Dr. Hicks on September 17, 2021.

Members assigned to this subcommittee must have substantial experience in, but not limited to: strategic human resources management, leadership development, talent management, and retention of employees.

Subcommittee Members are: Gen Larry Spencer (Chair), Alex Alonso (Co-Chair), Hon. David Walker, Erin Hill, Robert Wolf, Matthew DanielCheryl Eliano, Hon. Deborah Lee James, and Jennifer McClure
